In 1860, Hiram (age 58) is shown (Fayette Co., Virginia Census, Roll 1344, Book 1, Page 305) living with children Eunice, Thomas, Caroline, Joseph, Edward and Florence. Hiram's wife, Salina is not listed and assumed to have died after the birth of Florence in about 1859.
The 1870 Federal Census (Fayette Co., West Virginia, Roll 1686, Book 1, Page 131a) shows Hiram at the age of 83 with Eunice, Joseph and Ida F. living with him. It would be safe to assume that Hiram died after 1870.
Per family tradition of Daniel K. Burgess, Hiram is remembered as Mayor W. H. Hill.
On page 381 of History of Fayette County, West Virginia, authors Peters & Carden cites how Fayetteville became the county seat and how Sarah Caroline Hill’s father, Hiram Hill, was instrumental.
In 1837 the county seat of government was relocated from New Haven, in the Mountain Cove district of newly formed Fayette County to “Vandalia”, which is know known as Fayetteville. In their written account, several committees were formed to select a new county seat of government in which to better serve the residents of the county.
Unfortunately, the finding of each committee caused much discontent among the people of the county. In being fair and democratic, these committees left the issue to the citizens to decide by vote. Calling for a vote of the people, all freeholders were obligated to decide where the new county seat was to be located.
It must be made clear that Virginia law in that time only recognized freeholders or landowners as eligible votes. All others were disqualified.
Three choices were offered to the voters: the “Miles Manser’s place” in New Haven, where the county seat was already established, the “Falls of Kanawha”, and “Abraham Vandal’s place” at Vandalia (Fayetteville).
Hiram Hill, then county clerk of the newly formed Fayette County, sought to sway the vote. In order to qualify more citizens as freeholders (land owners), Hiram freely gave away a number of one-acre parcels of land with no defined boundaries. Just where this land was located and if Hiram owned it is not known. However, through this freely given land, Vandalia (Fayetteville) secured enough votes to become the new county seat for Fayette County in 1837..

In an old Anste Newspaper, "The Ansted West Virginian," issue of June 28, 1890, there is an article entitled "Patrick Ross O'Hea's Trip to Gauley Bridge, Business and Business Men of the Little City by the River." From this article we quote the following:
"... I got into a skiff and rode the waves across to the flourishing little city of Gauley Bridge. The first gentleman I metwas W. H. Hill, the most miserable Democrat on the face of the earth. Major Hilll believes that Democracy and baptism by immersion will ensure safety in spirit transit through the shadows of nature's darkness. ..."
